If the Create button on your Accounts page is disabled, you've most likely reached your plan's limit on either the number of accounts or the number of different currencies you're using (2 accounts and 1 currency on the Basic plan). Deactivating an existing account won't free up room, since inactive accounts still count — you'd need to delete one, or upgrade to Pro for unlimited accounts and currencies.
